The purpose of this modification is to answer questions and to provide updated Evaluation Factor 1 (Professional Qualifications) Question 1: In Evaluation Factors paragraph 1 Professional Qualifications that the designers of record have to be registered in the State of Missouri. We want to point out that this is not in keeping with the FAR Registration of Designers provision which allows that for Federal work designers need only be registered in 1 state of the union or Washington DC. We would like to ask that the requirement to be registered in Missouri be removed as this is a federal project. Answer: Please see revised Evaluation Factor 1b below.
