THIS IS A SPECIAL NOTICE PREPARED IN ACCORDANCE WITH REVOLUTIONARY FEDERAL OVERHAUL (RFO) 5.2 "SYNOPSIS OF PROPOSED CONTRACT ACTIONS." U.S. Army Corps of Engineers (USACE), Portland District intends to negotiate/award a sole-source contract with IHC America Inc, for Hopper Weir Overflow and Door Cylinder Procurement. The statutory authority for this non-competitive acquisition is 10 U.S.C 3204(a)(1) as implemented by FAR 6.103-1(b), Only one responsible source. The Dredge Essayons uses an IHC system for dredge loading and unloading of the hopper. This system uses proprietary engineered hydraulic cylinders for the weir overflow and hopper door actuation manufactured by IHC America Inc.
