SOLICITATION NOTICE OF TIERED EVALUATIONS: This solicitation uses a tiered (cascading) evaluation approach consistent with GAO precedent and VAAR 815.101 370 to implement the Veterans First Contracting Program under 38 U.S.C. 8127. Offers will be solicited from all tiers but evaluated in the following order: (1) Service-Disabled Veteran-Owned Small Business (SDVOSB), (2) Veteran-Owned Small Business (VOSB), (3) other Small Business concerns, and (4) other than small business concerns. The Government will award the highest tier where a fair and reasonable offer is received; lower tiers will only be considered if no award can be made at a higher tier.
