**Agencies required to use SAM.gov:**
- All executive branch agencies
- Most independent agencies
- Department of Defense (all branches)
- Civilian agencies (GSA, HHS, DHS, etc.)
**Exceptions and variations:**
- Intelligence community has classified portals
- Some agencies use supplemental posting systems
- Foreign posts may use different methods
- Grants and cooperative agreements use grants.gov

- DoD also uses specific IDIQ vehicle portals
